As the founder of In Clover Consulting, Kim brings over 20 years of experience in the development industry that includes both public and private sector experience. Highlights of this experience include directing project management for new construction and acquisitions for a local senior housing developer for several years, including two large projects valued at $180 million dollars of new construction.
Kim worked at Portland's Bureau of Development Services (BDS) for about 18 years and focused on current planning as a generalist and in environmental and greenway zoning overlays. While at BDS, Kim was the current planning liaison for Port of Portland projects at both their marine terminals and the airport and worked on special projects to improve permit processing. Kim also participated in projects focused on streamlining City process and procedures. This experience brings a balanced understanding of the development industry from both sides of the counter.
